After some gentle nudging from my peers, I decided to file a formal complaint with the Pennsylvania Utility Commission.
The process was relatively painless and quick- all I had to do was fill out a form here http://www.puc.state.pa.us/general/taxi_complaint_form.aspx
The form then told me someone would be in touch via phone or email within fifteen days.

Good for you. Regardless of legality, what they did was absolutely, unconditionally wrong. Put some smack down.

And the first big problem I have with the outcome is the apparent lack of credibility from the PUC itself.
